"INCIDENT_REPORT": "There is a lift station on the West side of the property that pumps all the sewer (combined sanitary sewer and industrial wastewater discharge) into the city's sewer system. This pump station had just undergone service on August 12th, which discovered that the pumps needed to be replaced and that replacement was scheduled for Monday, August 17th. When the pumps failed and the flow was sufficient, it was noticeable at the pump location however, when the pumps failed or slowed and the flow was not heavy the manhole at the NE corner of the property allowed sanitary sewer water to seep out from under the cover into the grass and into the retention pond and did not overflow at the sump pump location, or other locations around the property. On Monday morning we noticed that the retention pond on the property had become cloudy, there was excess algae growing and there were dead fish in the pond. We reported the issue to the city, and asked if anything had spilled upstream from our retention pond. The city checked and said that nothing had been spilled and came to the site to see if we could figure out what was going on. Upon closer inspection, we discovered the overflowing manhole, which was hidden by grass, the flow was very minor, it did not dislodge the manhole cover, and looked like it was flowing approximately a few gallons per hour. Within an hour after the discovery, a plumber contractor arrived and installed two new sump pumps in the lift station and the overflow was stopped. Total amount spilled into stormwater retention pond - 4275 gallons.",
