"INCIDENT_REPORT": "Incident Description: At approximately 7:11 PM on August 22, 2026, the sewer transmission main feeding the Joan Avenue Lift Station #40 experienced a structural failure. This break prevented sewage from reaching the lift station and caused wastewater to escape from a nearby manhole, resulting in a Sanitary Sewer Overflow (SSO) that reached South Lagoon at Joan Avenue. An estimated 198,000 gallons spilled, and a portion of this volume entered South Lagoon. City staff responded immediately and deployed standby bypass pumps to intercept and redirect flow from the overflowing manhole into the discharge line for Lift Station 40, successfully stopping the SSO. Excavation of the damaged sewer main began promptly to determine the cause of the failure and initiate repairs. Significant sand intrusion occurred in the lift station wet well due to the break, and city staff are actively working on both the sewer main repair and the removal of sand from the wet well. Cleanup activities are ongoing, and all affected areas will be treated with lime in accordance with standard remediation procedures. City staff is also conducting water quality sampling of South Lagoon and will provide daily updates to the Department as results become available.
