"INCIDENT_REPORT": "During activities to replace and upgrade an existing reject line, an unidentified gelatinous substance was observed at the ground surface just outside the fence of wastewater treatment facility. A representative sample was collected and submitted to a laboratory for analysis. Subsequent site investigation identified two approximately 55-gallon drums in the area, including one drum that appeared to be compromised. The visible material was recovered using vacuum equipment, put into a secure containment unit and was transported offsite for proper disposal by Republic Services. The extent and nature of any potential release remain under assessment. Upon receipt and review of the analytical results, appropriate response, disposal, and cleanup actions will be determined and implemented as warranted.",
