"INCIDENT_REPORT": "Incident Date/Time: September 22, 2026, approximately 2:11 PM Location: Air Release Valve located just north of the intersection of South Emerson Drive and Jupiter Boulevard, in front of 1855 Emerson Drive SE, Palm Bay, FL 32909 Facility: City of Palm Bay Utilities Incident Number: 2026-9417 Incident Description: On September 22, 2026, at approximately 2:11 PM, an above-ground air release valve (ARV) located at 1855 Emerson Drive SE was struck and damaged by an unidentified party. The damaged ARV resulted in the release of approximately 1,000 gallons of untreated/raw wastewater from the force main system. Approximately 600 gallons were recovered during the response. The discharge affected the ground and immediate containment area. Based on the incident report, no surface water impact was identified. Response and Corrective Actions: City of Palm Bay Utilities personnel responded to the incident and actively contained the spill using a vacuum truck. The valve was closed below the damaged section to stop the release. The affected area was disinfected with chlorine granules and subsequently washed down. Recovered wastewater was transported to the North Regional Water Reclamation Facility (NRWRF) for proper handling. The damaged line/equipment was repaired. Preventive Measures: The City will consider installing physical protective measures around the above-ground ARV to reduce the likelihood of similar damage to the asset in the future. Regulatory Notification: The Florida Department of Environmental Protection (FDEP) and State Watch Office were notified on September 23, 2026. The incident was reported under Incident No. 2026-9417.",
