"INCIDENT_REPORT": "Incident Description: An FKAA inspector called in to report a potential leak caused by directional drilling contractor. A mechanic responded to the site and shutdown the lift station closest to the break. A sample was taken and processed at the plant to confirm it was sewage. The Vac-Con truck was called in to remove all liquid from the drill pit. The asphalt was cut and the site was excavated to find that the directional bore had hit the top of the a 4-inch C-900 force main. A stainless steel full circle clamp was installed on the force main and the leak was stopped. The directional bore hdpe pipe was raised to allow for separation between lines. The site was backfilled and compacted and the area was washed down and cleaned up. Lime was applied. FKAA staff discussed the directional bore and the force main depth with the contractor prior to the excavation proceeding. The contractor was advised not to excavate at his intended depth of 3 feet as there was a very good chance that he would hit the force main. The contractor was also advised that state statue requires 2 feet of separation from the marked utility. The contractor was told not to drill between a depth of 1 and 5 feet but chose to ignore the directions.
