"INCIDENT_REPORT": "At approximately 9 am, the City's water meter monitoring system identified a leak in the reclaimed water system. Staff responded immediately to find and stop the spill by closing an upstream City valve. The amount discharged, 15,710 gallons, was taken from the time the leak was reported to its stoppage. The spill was caused by a broken 3-inch private irrigation main behind 1117 Southlake Ct. The reclaimed water entered the stormwater system via the gutter on Pine Lake Drive and flowed to the nearby stormwater lake serving Pinebrook South. Additional flow was prevented from entering the stormwater system using absorbent PIGS and mulch bags. A vacuum truck was used to recover as much of the spill as possible. Dirt, sand and other debris were cleaned up and disposed of. Approximately 300 gallons of combined reclaimed water and stormwater were recovered with the vacuum truck and PIGs. Based on the attached water meter usage report the spill likely began around 1 am October 7, 2026. Cleanup has been completed. The private irrigation system will remain off until repairs are completed. Sampling is not required. Effluent lab results attached to SSO report-10/8/26: TSS < 1.00, cBOD5 < 2.00, Fecal Coliform < 2.0.",
