"INCIDENT_REPORT": "Incident Description: On September 23, 2026, at 8:12 am, the City of Panama City Beach Underground Utilities Team responded to a sanitary sewer spill from a damaged 2-inch service line. The team excavated and inspected the line and observed damage that may have resulted from previous contractor activity in the area. The damaged section was repaired using a five-point repair clamp. Approximately 250 gallons of untreated wastewater were released, with a portion entering the adjacent stormwater conveyance system. A vacuum truck recovered wastewater and standing water from the stormwater conveyance system. The system contained stagnant water, with no active flow observed and no discharge to surface or receiving waters. After recovery, lime was applied to the affected ground to aid disinfection. On-site assessment confirmed no impact to surface or receiving waters.
