"incident_comment": "On July 18, 2026, at 10:22 a.m., a citizen reported water discharging from a manhole located on a golf course near Beaver Dam Road, in Dumfries. HL Mooney WRF staff arrived on site at noon and observed sewage discharging between the frame and lid of manhole 374-SMH-00236 at an estimated rate of 10 GPM. The discharge flowed overland into an unnamed tributary to Powells Creek. Staff deployed floodsax around the manhole to contain the release and reduce the volume of sewage reaching the tributary. No solids or paper were observed in the overflow area. The blockage was cleared at approximately 2:45 p.m. and normal flow restored. \n\nOn July 18 2026, same day of the incident, a 5-day Letter was sent to DEQ, detailing the SSO and procedures to repair the incident and prevent future occurences. The letter was acceptable and no further action required.",
