"incident_comment": "Throughout the week of July 27, the jobsite experienced sustained heavy rainfall. During this timeframe, the 21-inch manway cover on the FRAC tank was left open. This access point allowed excess stormwater to accumulate inside the tank, exceeding capacity and resulting in overfilling onto the surrounding paved lot. \n\nThe Temporary Sanitary Sewer Discharge Application process, administered under Loudoun Water Pretreatment, authorizes the disposal of passivation wastewater into the sanitary sewer system only. Discharge of any industrial wastewater to stormwater conveyances is strictly prohibited under this process and cannot be authorized by Loudoun Water under any circumstance. The discharge described above therefore constitutes an unauthorized release of industrial wastewater to the stormwater system.",
