Flash flooding was the cause. Despite shutting off aeration and increasing RAS rates ahead of time, the plant was hydraulically overloaded as the flow disturbed the settled solids and carried it through the facility. Effluent flows hit a 1.77 MGD rate with design capacity only being .495MGD. August 14, 2026, the flow remained elevated but had greatly improved. Aeration remained off for the majority of the day but has since resumed and no additional upset occurred. The incident was closed on August 19, 2026.",
