"incident_comment": "To whom it may,\n\nAttached is our 5-day written report regarding a wastewater overflow incident that occurred on August 11, 2026, at approximately 2:15 p.m.\n\nDuring repairs to an electrical panel, portions of our wastewater system were temporarily offline, resulting in the equalization tank overfilling. The overflow discharged wastewater from the building and onto the parking lot for approximately 30 minutes. Operations were immediately stopped, the discharge was halted, and absorbent barriers were deployed to prevent further migration of wastewater.\n\nWe estimate that approximately 750 gallons of wastewater were discharged. The wastewater flowed east from the building toward the east side and northeast corner of the property. A portion flowed through the grassy area separating our property from the adjacent property near Buford Avenue, while another portion flowed directly onto Buford Avenue. The flows converged and entered a storm drain located near 4300 Route 1, Richmond, VA 23234.\n\nRepairs to the electrical panel and wastewater treatment equipment were completed, and the system was returned to normal operation by approximately 3:00 p.m. that same day.\n\nThe incident was reported to the City of Richmond Wastewater Treatment Plant at approximately 4:14 p.m. on August 11, 2026, via the reporting phone number [phone removed], where a voicemail message was left.",
