"incident_comment": "Solstice Advanced Materials US Inc. - Colonial Heights facility (Solstice) submitted a notification form on 8/26/2026, regarding a process/sanitary sewer pipe leak that was identified on Wednesday, 8/25/2026 at about 5 PM. This is the 5-day follow up letter as required by conditions, Part II.F, G, and I of the above listed VPDES General Permit.\n\nSolstice reported a previous incident involving this section of sewer pipe on 7/15/2026. In that report, a leak was found in the existing pipe. That damaged underground pipe was immediately bypassed with pumps and above ground lines while a permanent solution was pursued. As a corrective action to this leak, the facility immediately proceeded with replacing -350 feet of underground sewer piping (to POTW). A company was contracted to perform the work, and the final connections were completed on 8/25/2026. The contractor also added 2 new manholes to the new piping system (see photo Figure 1).\n\nWhen the above ground lines were closed and the new pipe opened, water began to leak out of one of the connections to the upstream new manhole. This leak was identified at about 5 PM on Tuesday, August 25, 2026. Most of the water lost from the leak was captured either via sump pump back into the designated piping or to a vacuum truck. The leaks were successfully repaired at about 2 PM on 8/26/2026. Based on the amount of water leaking, the site estimates that -5,000 gallons were released to the ground below grade (about 4 feet from surface level (Figure 1)), although the majority was recaptured. This line consists of sanitary and process water sent to Chesterfield POTW (see Figure 2). The facility is permitted to discharge this stream to the Chesterfield Proctors Creek Wastewater Treatment Plant via wastewater discharge permit number CPT0008. The location of the new pipe is identified in Figure 3. This is in the vicinity of Outfall 009, on the southwest corner of the plant.",
