"incident_comment": "DATE & TIME PROBLEM DISCOVERED 9/23/26 0530\n\nDATE & TIME PROBLEM ENDED 9/23/26 0530\n\nDESCRIPTION/CAUSE OF PROBLEM The pump station (PS) experienced a power loss, and the uninterruptible power supply battery backup for the programmable logic controller, MOSCAD remote terminal unit/Telog system failed. This prevented the station pumps from operating, and prevented the upstream HRSD PS from interlocking and stopping the pumps at that station from operating. The equalization (EQ) tanks at both PS's filled, with the EQ tank at 7511 John Clayton Memorial Hwy overflowing. Using telemetry data, it was determined the upstream station pumped approximately 7,500 gallons during the timeframe the Beaver Dam station was offline. There was approximately 6,500 gallons of capacity available in the EQ tanks when the station went offline.\n\nACTION TAKEN TO RESOLVE PROBLEM HRSD staff responded to a communication loss alarm at 0530, quickly bringing the station pumps back online, and pumping the EQ tank levels down. Though there was no active spill, staff found evidence that a spill had occurred. Staff recovered as much volume as possible before cleaning the area and spreading lime.",
