"incident_comment": "This letter serves as the delayed formal report for a Sanitary Sewer Overflow (SSO) that occurred within Henrico County’s collection system on October 17, 2026. A sewage overflow occurred at 3816 Francistown Rd with a blockage identified between MH# 328SW004 and MH# 328NW068. County staff reported the overflow at 12:30 PM on 10/17/2026. The overflow officially ceased at 2:15 PM, lasting 105 mins. The estimated discharge volume was 15 gpm for a total of 1575 gallons.\n\nDPU staff performed a CCTV inspection on October 19, 2026 to determine the cause of the blockage. The blockage was caused by significant gravel accumulation due to a pipe collapse. A bypass was then installed on MH# 328SW004 and was discharged into MH# 328NW067. This bypass ended the overflow. The affected area has been cleaned up, and no adverse impacts have been observed at the site or downstream.\n\nNOTE: Receiving Stream obtained via Google Search.",
