"location_comment": "On Wednesday, November 4, 2026, at approximately 1:15pm, VDOT’s contractor A&J Excavating observed that an existing sanitary sewer manhole at approximate station 117+00 (coordinates: 38.113957, -78.991473) was overflowing. Bryan Morris of Augusta County Service Authority (ACSA) was immediately notified and advised of the situation. ACSA responded by mobilizing its maintenance sewer crew to investigate the cause of the surcharge and restore normal flow within the sanitary sewer system. ACSA personnel accessed a downstream sanitary manhole at approximate station 113+25 (coordinates: 38.112979, -78.991694) and initiated jetting and flushing operations on the existing 8-inch sanitary sewer main. During jetting and flushing operations, maintenance personnel observed mud, gravel, and other debris being dislodged from the line and received within the downstream manhole, indicating that the sewer line was damaged and foreign material had entered the sanitary sewer system restricting flows. Further investigation suggests that the existing 8-inch sanitary sewer line was likely struck and damaged during fiber optic relocation work where an existing fiber junction box was installed near the Wilson Elementary School sign at approximate station 115+75 (coordinates: 38.113555, -78.991506). While ACSA personnel was performing flushing and maintenance operations, the damaged sanitary sewer line failed, resulting in sewage discharging into the adjacent excavation surrounding newly installed stormwater structures 5-2 (approximate station 115+25) and 5-3 (approximate station 115+75). Sewage also entered the excavation for modified stormwater structure 5-1 (coordinates: 38.113438, -78.991637). A minor amount of sewage entered existing drop inlet structure 5-1 and pooled in a sump area of the pipe upgradient of the outlet that drains to an existing basin. The area where sewage pooled in the stormwater pipe is outside of the project LODs but the sewage discharge did not make it to the outlet of the pipe or to the existing basin. ",
