  "INCIDENT_NAME": "1400 3rd Ave N Raw Feed Line Break",
  "INCIDENT_REPORT": "On October 7, 2026, a raw wastewater release occurred at the City of Naples Water Reclamation Facility, 1400 3rd Avenue North, Naples, FL 34102. 16:45: The release began from the 30-inch raw feed line. Preliminary findings indicate a failure of a 2-inch direct tap. 17:51: The East and West Influent lines were closed, and the release ceased. The estimated release volume is 330,000 gallons, based on SCADA flow data from 16:45 to 17:51. 18:00: Emergency contractors arrived onsite. The City selected QE for emergency repairs and Earthworks for vacuum-truck support at City lift stations and spill recovery. A containment dike was constructed, and City vacuum trucks were deployed to remove wastewater from the facility's stormwater swales and ponds. 19:00 to 20:00: Laboratory personnel collected samples at two water-body entry points and samples from the plant's stormwater ponds. 21:12: The City notified the State Watch Office. 00:30, October 8: Following further field assessment, the City revised its estimated volume entering Gordon River from approximately 1,000 gallons to approximately 30,000 gallons. The revised estimate reflects conditions at the stormwater pond'river interconnect and flood wall ports, including elevated water levels noted during the response. The majority of the release volume was contained onsite within the facility's stormwater system, which includes several swales and two ponds. City vacuum trucks have recovered approximately 20,000 gallons from this system to date, and recovery efforts continue. The release has ceased, and emergency repair of the raw feed line remains in progress through contractor QE.",
