"incident_comment": "Good afternoon,\n\nThis message is provided as a follow-up to our initial notification submitted on June 29, 2026, regarding the sanitary sewer overflow identified at the First Street Pump Station.\n\nFollowing an internal review of the incident and discussions with the contractor responsible for the temporary bypass pumping system, it appears that the overflow resulted from a failure of the contractor’s bypass pumping equipment. The investigation identified both mechanical failures of the bypass pumping system and failure of the associated telemetry/communication equipment intended to alert service crews of the condition at the station.\n\nThe overflow condition was discovered at approximately 7:30 a.m. Crews immediately responded and were able to start pumping operations within approximately five minutes of discovery. Minimal trash or debris was observed in connection with the overflow.\n\nThe contractor’s bypass pumping system included multiple pumps intended to provide pumping redundancy. During the investigation, it was determined that the first and second pumps had tripped out on fault. Two replacement parts have been ordered for the primary and secondary pumps. It was also determined that the third and fourth pumps did not engage as intended due to the transmission not being locked in. This condition, together with the telemetry/communication failure, prevented the bypass pumping system from operating and alerting as expected.\n\nBased on the information currently available, the incident does not appear to have resulted from a failure of the permanent pump station infrastructure. Rather, the overflow appears to have been caused by failures associated with the contractor’s temporary bypass pumping system.\n\nHWR is continuing to coordinate with the contractor and is awaiting the contractor’s follow-up corrective action plan. HWR will review those corrective actions to ensure the temporary bypass pumping system is restored to reliable operation, appropriate communication and alarm functions are verified, and measures are implemented to prevent recurrence.\n\nPlease contact [name removed] with any further questions at [email removed], or [phone removed] x502.",
