Reported sewage discharges in California

Updated . We track 275 waters in California: 0 with a sewage discharge status, 5 with caution after a discharge, and 1 with no confirmed discharge end. Algal bloom advisories are listed on 14. 255 have no current status on their water outline. 51 discharge records dated within the last 30 days.

The law and practice: California law sets no period after a sewage spill during which the water is to be avoided. The rule this site applies, with its source

Data and its limits

Dated reports California publishes dated overflow reports; the newest is from Nov 3, 2026.

What the law requires. California puts the duty to warn the public on the county health officer: after a known untreated sewage release the officer must immediately post and close the affected beach until the source is stopped, and keep a telephone hotline of closed and posted beaches (Health and Safety Code 115885, 17 CCR 7958). Whoever causes a sewage discharge must tell the officer immediately (Health and Safety Code 5411.5). Under the State Water Board's Sanitary Sewer Systems General Order (Order WQ 2022-0103-DWQ), a Category 1 spill reaches surface water, or a storm drain to it without being recovered; Category 2 and 3 spills (50 gallons or more) do not. Operators notify the Office of Emergency Services within two hours of a spill of 1,000 gallons or more to the state's waters (Water Code 13271), file a draft report of a Category 1 or 2 spill within three business days, and certify it, with its end and receiving water, within 15 days of the end. No period after a spill is set during which the water should be avoided.

What is published. Each night the Board publishes every Category 1, 2 and 3 spill since June 2023 with the operator, a map point, the start and the volume that reached surface water, and, once certified, the end and receiving water: 3,567 spills on November 4, 2026, 1,284 of them Category 1. In 2026 a Category 1 draft was filed a median of three days after the spill began. San Francisco's sewer utility shows, for each of 20 beach stations, a combined sewer discharge in the last 24 to 72 hours. The Board also compiles the counties' beach postings and closures (Beach Watch).

What is not published. San Francisco's and Sacramento's combined sewer overflows, reported under the cities' own permits, and spills at plants outside the General Order, several of them private. Current beach closures, except in counties that post them online.

Known problems in the data. Most submitted drafts give no end, 91 reports give an end before the start, about one Category 1 report in ten names no water, and the location is often a home's address.

What this site does about it. Category 1 spills are shown to their reported end, then with this site's caution (72 hours; 96 on lakes, ponds and reservoirs). One with no end, or an end before its start, gets caution for 14 days from the report, then hatched "End not confirmed" to 30 days after it began. A report on the Pacific Ocean or San Francisco Bay is shown along a modeled stretch of shore at its point, up to 20 kilometres each way, never as a colour over the whole ocean or bay. Category 2 and 3 spills are counted, not placed on a water. San Francisco's discharge sign is shown as an advisory while the utility shows it. A Beach Watch advisory still open is shown in effect for 14 days from the compilation's latest date, then as not confirmed in effect now, never as lifted. House numbers are removed, spills only on private property are placed to within about 100 metres, and the reports' narratives and certifier are never read.

As of November 6, 2026, of the 462 registered treatment-plant and sewer outfalls in California (closed outfalls aside), 371 (80 percent) are tied to a water record on this site and 91 (20 percent) are not yet (the water they discharge to has no record, or the location given could not be matched); an overflow at one of those appears on the map at its point with no water coloured.

Of this state's reports on this site, 100 percent are dated to the day or better; the newest dated report is from Nov 3, 2026. Coverage: Dated reports.

What stands in the way

The law's only public channels are a hotline and beach signs. Beach Watch runs about seven months behind: on November 4, 2026 its newest advisory was dated March 6, 2026.

0 percent of the sewer operators here have each overflow posted on the web, by the operator or the state (1 of 872).

Public-notice channels

Where operators and agencies in this state tell the public about sewage discharges: pages, lists and feeds required by law or by a permit, and those kept voluntarily. We read the ones we can and say what we find; a channel we do not read says why.

How each state reports

Map sources: water outlines and launches from OpenBoatLaunch and OpenStreetMap contributors (Open Database License); wastewater outlets from EPA and state records; downstream estimates by DirtyWaterWatch using U.S. Geological Survey maps and flow data. Base map: OpenFreeMap and OpenMapTiles.

Zoom in to see the wastewater outlets: solid dots are combined sewer outfalls, ringed dots treatment plant outfalls, small hollow diamonds places named in overflow reports (provisional) and grey dots closed outfalls. A yellow ring with a dashed edge means discharge likely or possible: heavy rain, no report received.

What this page covers

Post-discharge periods and their sources

No period: a water is red only while the discharge is reported ongoing. Under the State Water Board's Statewide Sanitary Sewer Systems General Order (Order WQ 2022-0103-DWQ), a Category 1 spill is a spill of any volume that reaches surface water, or a storm drain that discharges to surface water without being recovered; Category 2 (1,000 gallons or more) and Category 3 (50 to 999 gallons) spills do not reach surface water. The operator must notify the California Office of Emergency Services within 2 hours of a spill of 1,000 gallons or more to waters of the State (Water Code 13271), file a draft report of each Category 1 or 2 spill in the Board's CIWQS database within 3 business days and a certified report, with the spill's end and receiving water, within 15 days of its end; the Board publishes these reports nightly. Category 3 spills are certified monthly, and spills from privately owned laterals are reported voluntarily. Whoever causes a discharge must notify the local health officer immediately (Health and Safety Code 5411.5); after a known untreated sewage release the county health officer must immediately post and close the affected beach until the source of the release is eliminated, and keep a telephone hotline of closed beaches (Health and Safety Code 115885, 17 CCR 7958). This site shows Category 1 spills, marks a reported spill while it runs and applies its own caution after it ends; Category 2 and 3 spills are counted and not placed on a water

Blended discharge: wastewater that skipped some treatment is mixed with treated wastewater. Outfall: a pipe or outlet where wastewater enters a water body.

How these charts are counted

We count each discharge once. Where a source publishes notices and confirmed reports, we use confirmed reports for an operator's month when available; otherwise we use notices. We combine revisions and exclude duplicate state reports copied by the U.S. Environmental Protection Agency (EPA). Monthly and yearly totals appear separately. Status hours follow this site's rules. Shaded gaps mean missing coverage, not zero discharges.
