Reported sewage discharges in Illinois

Updated . We track 429 waters in Illinois: 0 with a sewage discharge status, 68 with caution after a discharge, and 0 with no confirmed discharge end. Beach advisories are listed on 5. 356 have no current status on their water outline. 8 discharge records dated within the last 30 days.

The law and practice: Illinois sets no period after a sewage discharge during which the water is to be avoided, and no Illinois statute or rule requires the public to be told of a sanitary sewer overflow or a bypass: the permit's conditions require a report to Illinois EPA within 24 hours and a written report within 5 days, and these reports reach the public through the U.S. Environmental Protection Agency's overflow records, usually days later. The rule this site applies, with its source

Data and its limits

Dated reports Illinois publishes dated overflow reports; the newest is from Oct 30, 2026.

What the law requires. No Illinois statute or rule requires the public to be told of a sanitary sewer overflow or a treatment plant bypass. Each sewage permit requires a report to the Illinois Environmental Protection Agency within 24 hours and in writing within five days, filed with the U.S. Environmental Protection Agency (EPA). Combined sewer operators (sewage and rainwater in one pipe) must notify the public under their permits. In the Lake Michigan basin (the City of Chicago, the Metropolitan Water Reclamation District of Greater Chicago, or the District, and 37 suburbs), federal rules require electronic public notice within four hours of learning of an overflow, signs at outfalls and public access points, notice to the health department, a seven-day follow-up and an annual notice (40 CFR 122.38). No period after a discharge is set during which the water should be avoided.

What is published. EPA publishes these reports daily, with start and end to the minute, a point, the water and usually the volume: about 1,700 reports from 267 permits since October 2024, about 770 of them read here as reaching a water. A report appears a median of three days after the discharge began. The District publishes a daily map of possible combined sewer overflows at the outfalls it monitors, reset each night, and a table of the times the waterways were let back into Lake Michigan in severe storms (36 since 1985, the last in July 2023). The Department of Public Health's BeachGuard lists beach advisories and closures in effect.

What is not published. The Chicago area's combined sewer overflows are not in EPA's reports: the city, the District and the suburbs file none there. The District's four-hour notices go only by e-mail and text to subscribers; its map gives no times, volumes or archive. Its record of when each outfall's gate opened and closed, kept since 2016, is reached only through an interactive report form that refuses automated reading; published as a download or data feed, it would give every outfall's overflow times. Downstate combined sewer operators' notices were not found online.

Known problems in the data. EPA's reports give times without a time zone; this site reads them as Central time and shows Illinois reports' times in Central time; the map and the site's update times are given in Eastern time. Many reports name a basement, a lawn or no water. Some BeachGuard advisories are years old and still listed as in effect.

What this site does about it. A report is shown to its end, then with this site's caution (72 hours; 96 on lakes, ponds and reservoirs). A possible overflow on the District's map is shown as unconfirmed, dated from when the map marked the outfall: that is when activity was observed, not when the overflow began. Caution runs 14 days, then hatched "End not confirmed" to 30 days after it was marked. A reversal is shown along the lake shore where the waterway enters Lake Michigan (for O'Brien Lock, at the Calumet River's mouth, with the river from the lock to its mouth), for the days the District gives, never on the whole lake. Beach advisories are shown as the health department or park district gives them, for as long as each reading of BeachGuard still lists them. Reports saying sewage stayed out of the water are kept but not placed on one.

As of November 6, 2026, of the 2,110 registered treatment-plant and sewer outfalls in Illinois (closed outfalls aside), 1,674 (79 percent) are tied to a water record on this site and 436 (21 percent) are not yet (the stream they discharge to has no record, or the location given could not be matched); an overflow at one of those appears on the map at its point with no water coloured.

Of this state's reports on this site, 100 percent are dated to the day or better; the newest dated report is from Oct 30, 2026. Coverage: Dated reports.

What stands in the way

The Chicago area's legal channel is an alert list behind a sign-up, and the per-outfall record sits behind a report form. A missing report in EPA's table cannot be told apart from a quiet week.

0 percent of the sewer operators here have each overflow posted on the web, by the operator or the state (0 of 119).

Notice channels that do not reach the public on the web, by reason (a sewer operator can have several):

How each state reports

Map sources: water outlines and launches from OpenBoatLaunch and OpenStreetMap contributors (Open Database License); wastewater outlets from EPA and state records; downstream estimates by DirtyWaterWatch using U.S. Geological Survey maps and flow data. Base map: OpenFreeMap and OpenMapTiles.

Zoom in to see the wastewater outlets: solid dots are combined sewer outfalls, ringed dots treatment plant outfalls, small hollow diamonds places named in overflow reports (provisional) and grey dots closed outfalls. A yellow ring with a dashed edge means discharge likely or possible: heavy rain, no report received.

What this page covers

Post-discharge periods and their sources

No period: a water is red only while the discharge is reported ongoing. Combined sewer operators in the Lake Michigan basin, the City of Chicago, the Metropolitan Water Reclamation District of Greater Chicago and the suburbs of Cook County, must notify the public electronically within 4 hours of becoming aware of an overflow, post signs at outfalls and public access areas and tell the local health department (40 CFR 122.38); the District sends these notices by e-mail and text and shows possible overflows on a daily map. Other combined sewer operators notify the public under their permits. This site marks a reported discharge while it runs and applies its own caution after it ends

Combined sewer overflow (CSO): sewage mixed with rainwater spills from a shared sewer system. Sanitary sewer overflow (SSO): sewage spills from a sewer meant to carry sewage separately from rainwater. Treatment bypass: wastewater skips one or more treatment steps. Blended discharge: wastewater that skipped some treatment is mixed with treated wastewater. Outfall: a pipe or outlet where wastewater enters a water body.

How these charts are counted

We count each discharge once. Where a source publishes notices and confirmed reports, we use confirmed reports for an operator's month when available; otherwise we use notices. We combine revisions and exclude duplicate state reports copied by the U.S. Environmental Protection Agency (EPA). Monthly and yearly totals appear separately. Status hours follow this site's rules. Shaded gaps mean missing coverage, not zero discharges.
