Post-discharge periods and their sources

No period: a water is red only while the discharge is reported ongoing. Maryland sets no fixed public advisory period: a public advisory stays in effect until the local health department finds that sampling of the receiving water has returned to normal or prior background levels (COMAR 26.08.10.08D). Operators must report an overflow or plant bypass to MDE and the local health department within 24 hours and notify the public within 24 hours when it reaches shellfish, drinking-water, bathing-beach or recreation waters (Env. § 9-331.1; COMAR 26.08.10.03 and .08A). Local practice: Anne Arundel County closes affected waters for about a week after a sewage spill; MDE advises avoiding swimming within 48 hours of heavy rain
